According to rice companies, rice should be covered during the cooking process. However, rice can be cooked just as well uncovered by filling a saucepan three-fourths full of water, adding rice, and boiling until done. When the rice is done, pour it through a colander and let it drain well.
A cup of white rice will take about 17 minutes to cook, but larger amounts may take a few extra minutes. Leaving it covered on the stove for a few minutes after it’s tender will allow it to finish absorbing all of the water and then fluffing it with a fork will get your rice nice and well, fluffy.

Measure 1 1/2 cups of water and 1 teaspoon olive oil for every cup of uncooked rice. (1 cup dry rice yields about 3 cups cooked.)
Place in a steamer filled with cold water (the water should not be boiling when the rice is placed into the steamer). Turn on the heat to high, cover, and cook for 20 minutes. Turn off the heat, and let the rice sit in the steamer with the lid on for at least 5 more minutes.
Use the right ratio of water. Add 2 parts water and 1 part rice to a large pot. For slightly firmer rice, use 1 part liquid to 2/3 parts rice.
Types of Rice The most common rice types, including long grain, basmati, and jasmine all follow the standard rule of 2 cups of water to 1 cup of rice.

If the rice is not cooked through, it may be because it wasn’t cooked long enough. Another possibility is that you didn’t allow enough time for the rice to steam properly. Using a lid to cover the pot while it cooks, will help the rice absorb more water and cook through evenly.
Basic recipe: Rinse 1 cup of rice in a strainer and put into a pot with 2 cups of water. Cover and bring to a boil, reduce the heat, and simmer on very low heat for 45 minutes. Let stand, covered, for 10 minutes before serving.
